gigabyte z77x-d3h won't post

It will power up for half a second then shut off and try again.
motherboard: gigabyte z77x-d3h
cpu: i5 2500k
gpu: radeon 6850
The motherboard is new by the way. I have tried a different psu, ram even trying to start it without the graphics in and still does the same thing. The b bios flashes red on the motherboard if that helps, because im out of ideas what to do.

Both cables are connected. The weird things is the cpu and power supply are new, and i tried to hook it up to my old motherboard but it does the same thing for both of the motherboards.

I tried that and in it worked fine, but then when i set it back up with the motherboard it would turn on for a second then off and repeat,, i can't think of anything it could be

Well i tried it on 2 motherboards, 1 in the case and 1 out. I've tried 2 different cpu's, power supplys,, and motherbaords and im starting to think its not the parts. Could i be messing a wire or something,, because im starting to think its something obvious.
