Gigabyte Z87X-UD3H not detecting Sapphire R9 290

I just got a new Z87-UDH3 and Sapphire Radeon R9 290 and the motherboard is not detecting the GPU.
I am using a EVGA 1300W PSU, and plugging the R9 via 8-pin connector to the PSU (I have also tried with just the 6-pin connector), and the motherboard's additional ATX4P connector to one of the PSU SATA power cables (I have tried with and without this).

I have tried all 3 PCI-e slots (16x next to CPU, 8x in the middle, 4x at the end). I actually have two brand new R9 290s, and I tried both of them, and got the same result.

I have integrated graphics turned on, first VGA POST device set to PCI-e slot 1. If the monitor is connected to the integrated graphics, all is fine, but the card is not detected in the OS.

If the monitor is plugged into the GPU, I see nothing for POST or bootup, although the OS still boots in the background.

I have tried upgrading the BIOS to latest, F7. Same results.

I am running Xubuntu. I have tried 10.04 live and 13.10 installed versions. lspci does not list the GPU at all, only showing the integrated graphics, which means it's not even detected in hardware. This is confirmed by the fact that I see no video output with a monitor connected to the R9, even during POST. I think if it was an OS issue I would at least see something on the screen during boot up, correct?

If I go into BIOS and completely disable integrated graphics I lose all video, and can't even get back into BIOS. I have to do a hard CMOS reset to recover.

Any ideas on what else I can try? I highly doubt both R9 are defective. Maybe the motherboard is defective?

Okay, it turns out I need to plug the R9 in using both an 8-pin and a 6-pin cable! The instructions that came with the Sapphire R9 said you can use either but didn't say you have to use both!
