FX-8350 Always running at 4.2GHz (HELP!)

Everything started when I download a program called "heavyload" Which stresses your CPU, once I ran the program my screen disconnected so I went ahead and shut down my pc and then powered it back on and deleted the program but even thought I have removed it seems like its running in the background because my CPU is constantly at 4GHz and at 50 idle as you can see here: http://gyazo.com/467dccde5f8609eaee5431ed83c3f5bc.png
the only way I managed to get the temperature down is by changing the speed down in the catalyst control center as seen here http://gyazo.com/9a793426bd1c2d7a00d475e569e3e943.png

What could I do to fix this? and would it be possible to reset motherboard bios to fix this?

My CPU: AMD FX-8350
My Motherboard: Gigabyte 990FX-UD3 4 rev


Please could someone help me?

If it's running at 4.2 GHz then it's in turbo mode. You can disable it by going through the bios, I believe. I'm not familiar with the Gigabyte mobo bios but you should be able to find youtube videos to help walk you through the settings.

I have went through bios few time but never found anything like turbo mode everything to do with making it run at full speed seems to be disabled or on auto.
