Computer starts for half a second, shuts down and restarts

So this is my first desktop computer build, here are the specs.

Gigabyte x79 up4 mobo
Intel i7 3930k cpu
2 Gskill ripjaw 8gb ram
Corsair h60 cooler
Corsair tx750 psu
Evga GeForce gtx 760
and fractal design core 3000 case

After putting them all together, when I press the start button it only turns on for half a second and shuts down, then it restarts and keeps doing the same thing in an infinite loop. The fans, cooler,gpu and led lights all work on that halfa second.

All my components are brand new, and I connected the 3pin cable for my h60s water pump to the 4pin cpu fan port. And I assume I don't need to put water in the cooler becausei can hear that there already is water in it.

I used to hear some water flow coming from the pump in the first few trials,and it turned on long enough for me to insert the gigabyte cd into the dvd drive. But now I can't hear anything from the cooler, only the fan is working, and it only turns on for a very short time.

I suspected my psu is dysfunctional and brought it to check,they confirmed it and I quickly got a replacement. After getting a replacement the same problem persists.

I tried it without connecting the gpu, the hard drive, and the ram, nothing changed.

I assume my motherboard has a cpu overheat protection and that is what it is doing. I brought it to a store and the guys there told me my cpu might be fried, or my motherboard might have an issue, because they tried it with their own psu and it did the same thing. I am really concerned, do you guys know what might be happening and what should I do?

Should I buy another cpu cooler? Why would my cooler stop working? Could it be my power supply is giving too much power that it fried my cpu instantly?

I really don't want to pay 100 for repair service before trying everything. I would really appreciate all help.

great repair shop if they cant tell you what causing the issues or at lest bench test the mb and cpu. 1. try one stick of ram in each slot see if you have a bad ram slot or dimm. (some ram and mb if the mb cant set the ram speed or read the spd info right will go into a reboot loop. 2. check that the motherboard on the standoffs and the 8 pin atx power plug on the mb is filled with the right cables. the 6 plus two cables are for gpu power. 2. a power supply or mb that sees a dead short will do the same as above. pull all the case fans and usb cables and extra case cables and hard drive power. if the system still rebooting check for thermal paste on the pins and or bent pins under the cpu or a cpu seating issue.
