Standard user unable to become Admin

Very strange... Running Win7 Home Premium setup via some automated install (from Staples). The user is Standard and cannot be promoted to Admin. While there is a FOLDER called Administrator, if you try to log on as Administrator in Safe Mode, there is NO Administrator! Can't run anything that requires admin rights. Never seen anything like this! Halp!
 
Solution
The local Administrator account in Win 7 is disabled by default, you create a new user account during setup that should be a local admin by default. If anyone messes with that after that, it's on them to make sure there is another admin account around to work on things or to enable Administrator. So whoever setup the PC at Staples did not setup a proper admin account to be used or there was one but they don't know what it is.

this is easy.
Log in to your computer from administrator account.
Right Click My computer>Manage>Local User and Groups
Click Groups >Right Click Administrator>Add user
Select your user and now you have admin rights with the user.

Well, I guess this one was tougher than the average problem. In the end my friend brought back the PC to where he bought it, and they couldn't figure it out either and they just gave him another new system. If nobody on THIS site can figure it out, there's NO hope someone at Staples will. This time I personally helped him set up the new system and everything was fine. Very bizarre issue.
