Low FPS in CS:GO with 290 r9

I'm getting on average 150 - 200 fps on office, 42 man server...

on cbble i get about 100... I don't understand, I'm sure on my old 6970 I got more than that...

i4 750 4gz
6gig ram
gigabyte p55 ud3l
290 r9 at stock

I have the same problem even with bots...
Pushing around 120ish avrg fps with low details (fps spikes ofc)
And i have 16gig ram and i7 4770k
R9 290
I just cant realise why most of people have those fps spike issues...
On 3dmk11 great results... but in real life :S
