That would be normal for a 32-bit OS, if you want all 4Gb to be usable you'll need to install a 64-bit OS.

yes 64bit should help, these days install 64bit. Use 32bit if there is some special program that don't play nice with 64bit, but most 32bits will also work under a 64bit OS.

Its because you are using 32 bit version of windows. Thats why its showing you that. 64 bit would show you all the ram installed.

That's because 32bit windows can't see more than 3.5GB of ram. You can either change to a 64bit version of windows or enable PAE physical address extension.

Actually you should have a bit more than 3GB available. More like 3 1/2GB. Windows takes up some of that memory as does its housekeeping and the video buffer.

PAE has been enabled by default for all versions of Windows since DEP was introduced in Windows XP SP2. Where hardware enforced DEP is enabled, PAE must be enabled. I'm not certain about Windows 7, but 32 bit versions of Windows 8 require that PAE be enabled as they ship with only a PAE kernel.

The cause of the 4GiB limit is one that's enforced for marketing reasons to push consumers towards 64 bit operating systems (which are much, much cleaner) and to provide compatibility for some consumer products that have horribly outdated drivers.
