I just finished up my pc recently and I've only tested out a few games: metro LL, skyrim, amnesia. I get an average of 60 fps on ultra/very high on those games but i just got battlefield 4 and ive seen other gtx 760s only pull off 45 fps on ultra for 1080p. Should i turn down the settings for 1080 or lower the res to 900 or so and up the graphics? I would like to see an average of 60 fps

Lower res on ultra or higher res on high?

Your GTX 760 should be able to get 60+ fps in BF4 at 1080p if you lower the image quality from ultra to high.
Whether you lower resolution or image quality is a matter of personal preference. You should try both and decide which one feels better to you.

Always choose the higher resolution and turn other stuff down. High resolutions are much more important to making a game look good than anything else.
