I have been having high temperatures of around 60-70C while idle. This puzzles me since I currently have 5 fans and liquid cooling. This problem started happening just a month ago, where before I was idling at 35C.

Lol.. There you go. Were you overclocking or something?? To give you an example of how much heat your CPU it's currently drawing at that set of volts.

FX 8350 @ 4GHz factory clocked comes with a 1.3V. It can be cooled down by the fan it comes with. Exposing that CPU to over 1.4V with the stock cpu cooler will pretty much burn up capacitors around your mobo if the PC doesn't shut down before that happens lol..

Please, go back to your BIOS and set the V-Core to run at whatever it suggests you to. If you can't find these settings, simply take out your CPU out of the MOBO and plug it back it.

By the way, I run a FX 8350 @ 5.0GHz and to make that stable I need 1.475+V, pretty much translates to over 260W of heat.

It started off at this voltage and was only at 3.2GHz

I changed the voltage to 1.3V and I reached 80C. The computer shut off and now will not start for more than 5 seconds
