CPU fan running loud. Could it be PSU?

So I have a dell Slim Studio 540s and lately I haven't been able to to shut it down since turning it back on is such a hassle. Manually turning it on with PSU in the back can take hours.
Also the light on PSU is green when I shut it down.

So when I have it on I notice the fan running loud more than usual.
So I was wondering if it could be my PSU making it run all the time. The fan is clean i dusted it out recently. But I noticed my thermal glue has run dry and out.

So my question is if it could be my PSU. Should I get a new one? Could it be my motherboard? Any advice?

Little confusing post imo it's blinking green yes? then try this it sound crazy but take a blow dryer and turn it on to blow air at the back of the power supply for a couple minutes. When you see the light turn green you’re all set.

if that doesn't work try this.

disconnect all power cable connectors from their connectors on the motherboard and from the back of internal devices, replace the side panel, plug in the power cord, and examine the light on the back of the power supply.

1. If the LED is on solid and is not flashing, the power supply is probably good and the problem is most likely caused by a defective component or a defective motherboard. remove the components and replace them, one at a time, to find and replace the defective component.
2. If the LED is still flashing (it should not flash with all connectors removed), plug the power cable into a different power outlet that is known to be good. If the LED still flashes, the power supply should be replaced.
3. If the LED light is now off, plug the power cable into a different power outlet that is known to be good. If the LED stays off, the power supply should be replaced.

the light is solid green. usually what i do when the computer is shut down is i'll set the psu button in the middle section and hold the power button till the green light goes off. wait a bit, and switch it to a side, i guess the wattage (sorry i'm that knowledgeable about computers and proper names) and usually that will get the computer on and running. but lately it's been getting harder to get the computer back on that way. when setting the switch to a side the light will go on but nothing happen. i've also tried it with the side panel open to see the inside and sometimes when switch the PSU i notice the fan do a slight spin but nothing happens.

and now i have the computer on and running but i'm scared to turn it off because i don't know if i'm going to be able to turn it back on.

an easy way to see if it's your psu (i'm pretty sure that's your problem) is by trying another one, if you know someone with a psu that fit your case then ask him to lend it to you, if that is not the case i'd buy a new one, they don't seem to cost much.

that is what i'm most likely going to do. i'm probably going to to buy one since it's a slim PSU i'm sure not many people i know would have one that fits. i'll buy one online, i think i saw one with 300 wattage which is a bit more that my current one and if doesn't work i'll return it.

ill come back and post to see if it was the solution. thank you so much for your help.
