CPU at 100% Fresh Install?

Hey guys I have a compaq CQ60 with an AMD Sempron SI-42!

I have just formatted the hard drive installed a FRESH copy of windows onto it gone to the HP website downloaded all the drivers including BIOS. But yet my CPU is running @ 100%?

Help?

Go to Task Manager, click the tab "Processes"and click "show all processes" at the bottom. What task(s) are using up all the CPU's time. The third column shows the relative percentage of CPU work for each program/process running. IF one is program or process is at 100%, you could try right clicking on the process/program and choose "end process". It may warn you that it may cause problems, but that is OK, we just want to see if things will go to normal with it stopped. A reboot will fix it, or you sometimes you can simply re-start it too. Nevertheless, at least you will know what is causing the problem.
