Are my temps ok? FX8320 with hyper 212 evo

So I have finally build my pc with fx8320 cpu, ga 970a-ud3p motherboard and in addition I also have hyper 212 evo cooler. Case contains 2x 120mm fans in front, 1x 120mm fan on top and a small one at the rear.
My temps are changing between 26-33C when idle in BIOS mode. Are these ok? I still havent installed windows 7 and tried any games. Room temperature is 24C. I applied a thermal Essiantial E1 paste like a real amateur lol and my cooler did rotate a bit after I installed rest of the system but I straightened it back and also I locked it in the position as best as I could. Screws don't go any further and I can turn my cooler slightly with a hand.
I've read that hyper 212 evo tends to do that since they arent locked 100% in place. So any comments?
 
This is just for reference.

I had an FX 8350 under this same cooler overclocked to 4.4GHz on stock voltage and it barely hit 57c doing a stress test on all 8 cores at 100%.

Test your FX 8320 at stock speeds/voltages for 30 minutes and see what max temp you get.

You can use HWMonitor and AMD Overdrive for a quick basic test, or OCCT (essentially HWMonitor and Overdrive combined with a few more options)
