can i run HD 5770 with a iBall LPE/LPS 223-400 (250 W) power supply?

i have a iBall LPE/LPS 223-400 (250 W) power supply that comes with my iball 6363 cabinet.
i have the following specs----
intel core i3 540 @3.06 ghz
asus p7h55-m mobo
2 gb ram
ati hd 5770

now i wanna know if my smps can handle the graphics card or not?? and why this is called 250w smps, whereas i knew that this is a 400w one..(just checked on net so find out this 250w matter).. and nothing on written on the side of the smpd as well..

No it is too small! Talk about confusing name but you are right it is only 250watts, have come across that unit many times in here wrongly presumed being 400watts.

I guess it is 400watts peak and 250watt constant. Does not change it has to be considered 250watt and is total crap.
