my motherboard is biostar a780l3c. so i am upgradeing my system to amd fx4130 am3+ socket. so it will work on a780l3c (socket is am3 95watt)? is curently using amd ii athlon x2 270.

No it will not work. The motherboard you have does have socket AM3. You need a socket AM3+ motherboard http://www.newegg.com/Product/Product.aspx?Item=N82E16813131873
