Advice on new case/psu/cpu cooler

I have a Dell 435t with mostly stock items minus that I upgraded to a GeForce 660ti 3gb evga graphics card. I've noticed lately after I did a cleaning on my system that it is overheating more and even shutdown on me at one point with the smell of burning. I would say a cross between electrical and plastic smell almost. Anyways I was considering upgrading my case to the CoolerMaster Cosmos 2 with a coolermaster PSU of perhaps 800w to 1000w and changing the pathetic looking generic cpu cooler Dell put on the cpu to something more like a noctua heatsink/fan combo. I'm mainly looking for suggestions and advice on what I should be looking for in the way of best cooling since I use this computer primarily for gaming. My idle temp on the cpu seems to hover around 40-50C roughly and during load can see temps of about 80C or more. I would prefer to try to keep the idle around 30 or 35C and the load at a max of maybe 60 or 65C to feel more comfortable with this computer.

*UPDATE* Thank you to Onus for answering me and giving me some more suggestions and ideas. I purchased the cosmos 2 case with seasonic 1000w platinum psu and the Gaia heatsink/fan suggested as well as some Tuniq tx-4 thermal paste. Hopefully when everything arrives all goes well with the transfer of components from my old Dell 435T into the new Cosmos 2 case. I am a bit of a newbie when it comes to heatsink/fan installation and thermal paste but I've researched the hell out of it. As for the rest of it transferring the parts I've put together computers before so it should be no issue. It's only the heatsink/fan part that worries me since it is so damn finicky and accident prone from the sound of things. Even the slightest mistake and your cpu could overheat from improper installation or pasting.
 
CM PSUs, with few exceptions, are inferior; some are near-junk. You want a PSU made by Seasonic or Superflower. Some of the newest CM PSUs are now made by Seasonic, but I would suggest a brand with a more consistent reputation for quality, such as Seasonic itself, or XFX. Superflower makes the Rosewill Capstone units, which are also good.
As to the cooler, I use and recommend the Xigmatek Gaia over the more often parroted but slightly inferior Hyper212 EVO:

Unlike the Hyper212 EVO (ignore the URL; it IS the EVO they tested), the Gaia never throttled, although it wasn't always the coolest depending on the fan used. Both got awards, but the Gaia is usually cheaper as well, making it the better choice. It isn't that the Hyper EVO is bad, it's that it is a bang/buck LOSER.
