Depends what video card you have.

For your current monitor while you wait I suggest you try this :use the resolution slider option in game.

100% is 720p. Any thing higher is super sampling and then down scaled to 720p. Makes the image look better and requires less anti alliasing. Mess around with the slider until you find the performance you like greater than 100% scaling.

Yes, the game will run at a lower frame rate, IF you stay at ultra settings.
Depending on current settings you should restore the frame rate by:
Dropping one notch from ultra.
Turning AA down or off.
don't have the game myself so I obviously don't know the exact setting names they have chosen but you can also try:
Turning fog and smoke details down
Reducing the density of flying debris during explosions.
Changing them will help to reduce the transient framerate dropoff you see whenever there's a nice, big, loud explosion.

if you can get 70fps at 720p you will probably get around 40fps at 1080p. you can always turn of AA, you wont need it so much at higher resolution anyway. you will notice that even if you have to drop to high detail at 1080p the game will still look better at the higher resolution.
