BIOS won't launch on new computer

Hi,

I just put together my first computer. When I power it on, it'll start up and then the display says something like, "Reboot and select proper boot device". Any key press just rechecks and reprompts.

I'm wanting to install Windows from a USB I set up for it. I assume I have to switch the boot device to the USB port I want to use. When I boot up, I'm supposed to hit DEL to launch the BIOs. When I do, in the bottom left corner it briefly says, "Entering Setup...", then a tiny white line flashes quickly in the center of the screen before everything goes black. No key strokes are responsive from here. Anybody have any guidance on this situation? Thanks.

It may be worth noting that I am using a TV and a HDMI cable to connect to my computer. I saw similar threads where that might be the problem. Looking into it now..

Hi,
Yes, the TV might not support low resolutions, therefore the black screen in BIOS.
Is the USB drive bootable? Connect it to an USB 2.0 port.
Try F8 or F12 at restart and see if getting the Boot menu. If yes, select the USB drive.
