All of my RAM is not being recognized

After verifying that all of the sticks of ram in addition to all of the ports of ram are function able, it appears as if the computer will not recognize the second set of two sticks of RAM. It is also confirmed that both the operating system and motherboard are able to recognize over 8 gigs of ram. Finally we tried checking the boot menu in msconfig to see if the capped amount of ram box was checked off, which it was not. The ram consists of 4 sticks of 4gb of corsair vengeance.
 
Solution
well, it could be fail out of box case...

I re-timing by insert just one stick
and set/change the timing (CLK, TCL, RAS, CAS, etc...) in BIOS from auto to manual
set the value as the stick recommend/specification ...
turn off and install all the stick.......

if fails, try let the timing on auto but slow down the speed from 1600 (800x2) to 1333 (666x2) Mhz

If lowering or setting manual test, fix this problem. it means the rams is not worked as it should be u can try ask for replacement.
If it do not fix it, there could be a problem else where and need another check/test

u can try up the voltage of ram for 0.01 or 0.02v (depends on mobo) but it came with risk and only after both test fail

It is a quad channel pack, so i dont believe it has to be re-timed but if you think that is still the problem, how exactly do you do the process?

I attempted to do the auto clock slow down and unfortunately it did not work. We had also checked and the settings for each stick were already set at the recommended settings.

The motherboard can handle 32gb of RAM.
 


This is possibly an electrical fault in one of the chip select lines on the motherboard.

Is there a way I can check for this or not really?

 


Not without some very expensive test equipment
