I have Intel i5 4670 and no dedicated graphic card. So what are some new games ie released between 2010 till now that are playable with only hd 4600 in at least medium settings?

PS: My monitor is Dell S2240L (1920 X 1080) but i can play on lower resolution.

Check the "Can I Run It" tab on game-debate.com . Enter your rig's details and select the game. It will tell you whether you'll be able to play the game or no. I have HD2500 and I can play BeamNG DRIVE on Lowest (1280x720), Spintires on Low (1920x1080), Next Car Game on Lowest (1280x720), The Stanley Parable maxed out (1920x1080) and Limbo maxed out (1920x1080). Your integrated graphics should be able to play almost all the games launched in or before 2010.

yea i know abt can i run it but that simply checks with the required specs specified by the developers which i can do manually. But most of the games, which my computer is not supposed to play according to the specified required spec, still are playable. So i need to know the games which users have checked on their pc running only intel hd 4600.

I doubt if any users use an HD4600 as many of them use a dedicated graphics card. You won't have a major issue if you don't play heavy-duty games like Battlefield 4. The best way is to ask your friend for a game (If they have a physical copy) and then you can test it yourself. Or, you can risk buying a game and then try to play it. I really suggest you buy a dedicated graphics card (At least an HD7770 or a GTX650 (TI).

In the budget of 650 ti and HD7790, should iI consider amd vs nvdia fight. Lol I mean which one I should choose b/w HD 7790 and 650 ti boost, I know 650 to boost is a better than HD 7790 but I think there is a offer going on with all amd cards that we'll get a free steam key of a game of my choice out of the 5 specific game. So considering this and my power supply ( antec vp450p) which one should I choose?

I doubt if 450W is enough. I like Nvidia because of PhysX and AMD because of higher fps (Ignore Mantle as they're delaying it). If you want to check out PhysX then:https://www.youtube.com/watch?v=-x9B_4qBAkk . AMD cards have better fps and are slightly cheaper to buy. Also, as you said they get free games. I really don't think Mantle is worth it as they keep on delaying it, and I wouldn't want to put my money on any new technology unless it's tried and tested. My friend has a 650TI and he is very happy with it. If you are looking for a 650ti boost then I'd suggest looking at the GTX660 as it's better and can handle stuff well. To compete with the 660, AMD has it's HD7870. Look at PhysX and research about Mantle. It;s your choice, quality of graphics or better fps. Nvidia cards are better with 3D rendering, while AMD ones are better for multi-monitors.

"I doubt if 450W is enough"
Does that mean I will have to change the PSU as well :/
That can't be the case for me. I have bought it just 6 months back so I won't be changing it now. On another forum some people have suggested that antec vp450p is enough for 650to boost so can you please confirm your statement again as I don't want to be in a situation where after buying a gfx card I will came to know that the my PSU is not enough for it.

I doubt that will happen. I don't think that your PSU is 80+ certified and so you are taking a bit of a risk when you buy the card. Nvidia says that 400W minimum is needed. However, your PSU needs to be at least 80+ certified to run without problems. With that being said, Antec is a good company and you should get the required voltage. Check this website to be sure: http://support.asus.com/powersupply.aspx
