Pc not turning on after installing arctic accelero xtreme III, HELP!

So i just installed the arctic acccelero xtreme III on my r9 290. I did everything excactly as described in the tutorial here: http://www.tomshardware.com/reviews/r9-290-accelero-xtreme-290,3671-3.html
After doing that I let it sit for ten hours. After those tens hours i installed it in my pc, connected the 6 and 8 pin power, and the molex to 12v adapter thingy. When turning on my pc my power supple made a soft noise, like it always does when starting up. But the noise stopped and nothing turned on. Some fans moved a little bit but then stopped moving again.

I then uninstalled the 290, connected the hdmi cable to my motherboards hdmi (built in graphics), and turned on the pc again. This time everything worked like normal. I installed the 290 again and when turning the pc on i did the same thing as before. This time the fans didn't spin at all.

Does anyone know what i did wrong and what i should do now? I'm quite desperate right now!

I have the cor plugged in to the fan connector on the 290 pcb and the 7v connector plugged into the molex connector that came with it, and the molex connector into my psu's molex.
 
The PROBLEM is that the fan isn't spinning.

I see that the 4-pin MOLEX provides power via two connections. The fans are in turn controlled via a PWM circuit though you can modify the fan profile via your Graphics card software.

I see only THREE likely scenarios:

1) Both connectors to the card are not firmly attached or properly.

2) The 4-pin MOLEX isn't working properly (was working though)

3) The graphics card or fans are damaged.
 
1) Double check all connections.

2) Remove and reseat the graphics card if you think it might not be fully seated

3) Try a different graphics card (or onboard if you have that)

4) Try a different Power Supply

I was assuming the graphics card was the problem since your system apparently worked fine before you pulled the card.

*Did you do anything aside from removing the graphics card and changing the cooler?

I tries loads of things, but nothing worked. So i sent it back to the manifacturer.
I'm currently running on my onboard graphics, and wil post back if i find out what's wrong.
