Cheapest graphics card for gaming

Hey guys, I'm wondering what do you think is the cheapest graphics card that you can play games with? I need to recommend one for my friend, and want to find the cheapest one that can still play games. It'll just be dropped into a 2008-2009 Dell computer which is why it can be cheap, I'm not sure any of the specs from the computer, but it's a basic desktop computer. Right now the only game I know he'll be playing on it is World of Tanks. So far the cheapest card that I think will work fine on it is the PNY GTX 640 for $58.99, or the XFX 6570, which of those two do you think is better? Again I know nothing about his computer, he just said it's a Dell and he'll get it out next week once he gets through all the stuff blocking it. After that I'll be able to see if it can even take a graphics card, and if the PSU can support it
 
Your biggest concern has to be power, not price.
A mainstream branded computer like his will have a basic power supply, the 6670 is 66W, which I'm skeptical his system will be able to run. You can get a 7750 at about the same price as the 640 I think, but it uses only 55W of power at full load.

Also, an advice: get the ddr5, even if it's a wee bit more expensive.
It doubles your memory bandwidth, and that's rarely a bad thing.

PSU could def. Be a problem, I'll talk to him but I don't think he'll want to spend more since he only really wants it to play WOT he might not even get one if the computer can play it decently without one.

Well, the thing is that WOT is poorly optimized for most computer configurations. Ive heard of people running 770's and still having problems with it.

To the original question, i second the 7750 if he will not be upgrading the psu.
