Good budget CPU+GPU for gaming+recording?

I want to build a custom PC for gaming and recording YouTube videos (and possibly video editing, etc.) but I am on a really low budget. I plan to spend a max of $200 on my GPU and $100 on my CPU. Does anyone know of a CPU+GPU or even an APU that is:
- total of $300
- can record at minimum of 30 fps
- run on 1080p (that's the only monitor I have)

Recording depends on your harddrives writing speed so the faster the write speed the better the quality of the video,you can always save in compressed video codecs so that your hard drive can catch up with the recording
As for the cpu and gpu part
Get a fx 6300 and a r9 270/7870 and you'll be able to play most of the games on 30 fps avg
