8 GB RAM, says 4 in BIOS, 3.9 usable in Windows 8.1 64 Bit

Hey.
I've basically tried everything. I have 8 GB of RAM. The BIOS says I have 8 GB in the slots through the North Bridge, but 4 GB is usable... In Windows 8.1 64 Bit, I have 8 GB, but only 3.9 usable. I have memory remapping enabled, I did the msconfig fix, etc etc. My brother has the exact same PC, same BIOS version, same components, everything is the same. I don't understand...

What DIMM config ?
- 2 x 4Gb DIMMS
- OR 4 x 2Gb DIMMS

Same brand, model, and Part number RAM DIMMS as your bother???

Same GPU as bother???

NOTE: you do NOT need "memory remapping" on a 64 bit OS....
