RAM Speed Issues

I recently built a new computer. I have had some issues with getting my RAM speed to run correctly. It should be 16GB DDR3 1600MHz but Windows is recognizing it at 667MHz. CPU-Z seems to recognize it at around 800MHz. In my BIOS, it says the speed is 1600 and it says it's running at 1600 but it's just Windows 8 (not 8.1) that's not recognizing it.

The actual clock on DDR RAM operating at 1600MT/s is 800MHz. In case of discrepancy, the BIOS should be right unless you have software that messes with the clock multipliers.

Unless you have software that messes with memory settings, memory clock and timings should be whatever you configured in the BIOS.

Ram is Dual Channel 800x2=1600

A single DDR2 channel operating at 800MHz is still 1600MT/s or 1600Mbps/pin. Dual-channel simply doubles the number of data pins but each of those is still operating at 1600Mbps. Same goes for quad-channel boards.
