RAM Speed Issues

I recently built a new computer. I have had some issues with getting my RAM speed to run correctly. It should be 16GB DDR3 1600MHz but Windows is recognizing it at 667MHz. CPU-Z seems to recognize it at around 800MHz. In my BIOS, it says the speed is 1600 and it says it's running at 1600 but it's just Windows 8 (not 8.1) that's not recognizing it.

Any help would be awesome. Thanks!

Okay so I should just ignore what the Task Manager is saying?

A single DDR2 channel operating at 800MHz is still 1600MT/s or 1600Mbps/pin. Dual-channel simply doubles the number of data pins but each of those is still operating at 1600Mbps. Same goes for quad-channel boards.
