I have been debating with myself as to which graphics card to go with, maybe you all can help me choose....3 options.
running a i7-3770 with 16g 1600hz ram and a 27inch 1920x1080 monitor (might upgrade to high resolution monitor in a 2 years or so).

1) I was thinking a factory overclocked gtx770 which is a great card and a decent price, yes?

2) However, will the r9 290 drop in price soon? any idea?, it is such a nice card that I would be willing to get it if it dropped to like $450 (damn litecoin miners)...or should I just suck it up, pay $550 and get one because mantle is going to be awesome as some people say it is?

3) or lastly should i get the truly best value and get a factory overclocked gtx 670 then upgrade in say 2 years?

im willing to wait about another month for some possible price drops but no more than that because integrated graphics is very limiting. Your input is appreciated ty

Solution
GTX 770 or R9 280X

I know there is some debate about vram but from what I read 2gb is fine for my resolution monitor, or is it that games will soon be using more than 2gs of ram at 1920X1080?

As long as your PC rig has a strong CPU and fast RAM , 2 GB VRAM should be enough.

While I agree 2 GB is sufficient for your needs now, I prefer to future-proof whenever possible. I don't upgrade GPUs until one dies or gets to be underperforming in my opinion, which typically means 3-5 yrs before I upgrade.
