Quality brand ? Well they do make some pretty decent cards, but Asus and Gigabyte seems to be the best manufacturers.
Don't worry on that. Just get the cheapest one. Some are quieter while some keep the GPU cooler. But your environment could also affect it so to keep things simple, just get the cheapest one. Read some reviews too.

it all depends on your budget, I personally have never purchased a Powercolor part before, however, if its within your price range, look up a few reviews on the part you will be buying and im sure youll get some info about it. most brands will be good these days, its a competitive market and it will work for sure. if it doesnt you can exchange it hassle free within the first 15 days or so, depending what store you buy the part in.
