Black screen/no signal after windows loading bar.

First and foremost here's my build: http://pcpartpicker.com/p/2rcI2
This is my first build and it's brand new.

So when I power on my computer I get black screen/no signal after windows loading bar. I've been at it for 3 days and I'm still having a problem getting my graphics card to work. After I install my drivers and restart my computer my POST resolution is messed up and windows getting an XP looking loading bar and then cuts signal. At that time my graphic card's fans slow down, probably because it's not being used to display anything. The weird thing is that while I'm using my integrated graphics (which seem to only work with a VGA cable, no DVI), windows starts up with the colored orbs (and displays the login scren), but on the graphics card it does this green loading bar.

I feel like I've tried everything including a clean install of windows straight to the drivers install and even that did work. I know that the card worked at one point (before the clean install) because me and my friend got it working at his house on his monitor. I brought it home and I'm 99.9% sure that it didn't get damaged in the car, but when I came home this problem came up when I powered on.

If I didn't include some info you'd like to hear please ask me and I'll answer it as best at possible.

I get the same error.

It's hooked up to the card.

I did try the defaults in the bios. I get the same error. Unfortunately I don't have another card. This is my first build.
 
The gpu should be installed in the top pci slot the second slot below is for sil or crossfire on that board if you have it firmly installed in the top slot remove it and install it in the lower one and see if it works there you may have to read your motherboard pamphlet to see if there is a jumper or something to use the bottom slot tho.

I actually have 3 PCIe slots. I've tried all three and I still get the problem. My build is in the first post.
