My Toshiba NB100, WinXP SP3 preinstalled and reinstalled by me on a new HDD (the old one crashed) won't run at 1.6 GHz. It only starts and runs at 800 MHz no matter the power scheme set on WinXP's Control Panel\ Power Options or the AC power supply being connected. I loaded the drivers from Toshiba. The temperature of the CPU is not exceeding normal values. Can anyone please help me restore the normal 1.6 GHz frequency for the CPU?
