Okay, my laptop-battery is weak so it runs off my laptop charger. Basically, if I pull the charger out, the computer shuts off. So usually I've been turning off my computer like this and it was fine and OKAY. Now, I pulled the plug on it and when I went to restart it, it took literally 30 minutes for it to boot and now everything runs EXTREMELY slow, SOME programs won't even load up, I've tried system-restoring it and repairing to default factory settings, NOTHING WORKS, PLEASE HELP, I have a windows 7 HP Pavillion p6 laptop!

You cannot pull the power cord out of a computer and expect it to work afterwards better choice is to hold power button down for 10 seconds and it will shut down and still that is a bad choice only use that if it wont shut down from the windows menu where it says shut down. As far as your issue you probably corrupted something on your hdd by continually powering it off in the middle of it writing and doing other stuff you will probably have to reinstall windows.
