Issue with 144hz Display stuck at 60hz

Recently reformatted and upgraded to windows 8.1 from windows 7 and now i got everything updated and set but i can't change the refresh rate to 144hz or even 120hz on my VG248QE.

I have a HD 6970 and CCC reports a maximum supportered refresh rate of 75hz and thats at a lower res than 1080p, and at 1080p i can't go higher than 60hz, anyone have any idea what the problem may be?

I was using the cable that came with the monitor and it is indeed a dual link dvi, i had no issues with running it at 120hz/144hz out of the box when i was still on Windows 7. I'm going to be going back to W7 today actually and will report back if anything changes, i just can't stand Windows 8.1, heres hoping 9 will be a good one.
