Question about formatting a hard drive

Hi ppl!

I have this doubt: I have 3 drives in my PC, a 60GB SSD with windows and two HDD with games and stuff. If I wanted to format the SSD and re-install windows, one the new windows boots up, will it detect all the programs in the other drives and be able to launch them as if they were installed properly using the new windows?
I ask this because of my huge Steam folder that it's set on one of the HDDs.

Yes, that does help.
Install Windows
Install the Steam client
Change the library location in the client setting to point to where your SteamApps folder lives on the HDD

Your other actual programs will have to be reinstalled.

And when you reinstall Windows, disconnect all other drives. Reconnect them after the install.

This doesn't help. As I said, Steam is on a Hard Drive, NOT in the SSD where Windows is. Therefore I'm not deleting Steam if I format.
The question remains: If I format the SSD (where windows is), will I be able to access all my programs that are installed on the other hard drives once the new Windows is installed?

Thanks. The main reason I'm doing this is because all my USB drivers are messed up and can't update them. I thought maybe that reinstalling windows might fix it.
