GTX 770 and i5 4670k runnng cold

I have an new PC with a GTX 770 superclocked and a i5 4670k - not yet overclocked. but they both run no hotter that 65 degrees Celcius, averaging 60 degrees. but according to reviews the GPU should be running at 80-90 degrees each (maybe have the proccessor at 75-80) and I am loosing frames because of the graphics card. Why is this

I play alot of BF4, very CPU and GPU intensive

Surley if the card worked more it would have a higher temp and a higher FPS right...i'm not worried about my temps i'm worried about why it cant go over 65 degrees
 
What is the usage of the cpu and gpu at those maximum temperatures?
Run furmark and prime95 and see if the temps are still at those max values. Those two tests drive the GPU and CPU to their utmost limits. If your temps remain the same after 1 hour of these tests, congratulations, you have good cooling in your system.

Yep I ran them both on the first day 65 degrees exactly

If I got a H110i cooler 2-fans whould that make no difference to temp, or should I overclock my processor more if I get watercooling
