When playing Borderlands ( the original ) i have significant lag issues when looking far distances, for instance ( for anyone who has played it) in general knox's armory, t-bone junction lags in almost every direction i look. the lag decreases the less i am viewing, and always goes down to nothing if i look straight at the ground. I don't have a great processor but i can say that i run prototype 2 with no issues on pretty high settings. my specs are

  • ■ Intel core 2 duo ( @2.73GHz )
    ■ Nvidia GT 630 ( 2048 VRAM )
    ■ 3GB RAM
    ■ Windows XP SP3 ( recent clean install )
    ■ 1.5TB HDD with 2 partitions ( C: and D: )

Solution
My rig (In signature) Holds a solid 60 with Vsnc on, and I still drop to 10 FPS in Tbone junction. My 3 friends that I play with have the same issues. Its the map, even though your rig is on the weaker end.

• Windows 7 64-bit
• Intel i7-950
• 12 Gb RAM
• GTX 780 with 3 Gb VRAM

I thought the stutter, choppines, or lag would disappear when I upgraded my dead GTX 580 with a GTX 780. It's better, but it's still there. Specifically, I notice it most when just outside T-Bone Junction, looking back. Frame rates that are otherwise smooth drop significantly; my guess would be somewhere in the high teens. Parts of Borderlands 2 showed similar behavior, but largely disappeared after the upgrade.

My guess is the map wasn't optimized the way it should have been, given the limitations of the Unreal engine.
