What would the best graphic card?

So I wanted to ask that what would the best gaming graphic card which can run latest games to low to medium settings. My current budget is 5000 Rupees (Pakistani rupees). Please don't suggest a graphic card above this budget I cant put more in this budget. Please keep in mind that GPU would be a little cheaper in rupees than in Dollars. I want Graphic card that at least have Dx11 and have pixel and shader model 5. Thanks in advance.

You do have a point, but there is no way for a person in the US or Australia, say, to tell what pricing you have in your country.
For example, I as an Indian, have similar pricing as yours, but exact pricing is still different.
Judging from here, the Geforce 210 costs 4399, so 5000 will not get you any good card, as the 210 is the weakest card there is.
I'd suggest you double that budget and get a 6670.
Honestly, you shouldn't get any lower card than that.

Well can you tell me the cheapest graphic card that has Direct X 11, Pixel Shader 5.0 and Vertex Shader 5.0 with atlest 512 Mb or 1 Gb memory. Well I always buy from shop because I don't have Credit Card and for ordering online sites usually require account number. But on the other hand Shopkeepers often make people fool like selling stuff that they have bought in large quantity and making it good and getting the guy to buy off topic things instead what he has planned to buy. That's why I asked you guys. So is there a cheap graphic card with above specs? Sorry for long message and also for bad english!!!!

No new card at this money is worth of it, the best would be to buy used Radeon HD 6670 with gddr5 and 1Gb ram, depending on your local used market it should be around ~50$ and it's much better than all those new low budget cards.
