Graphics cards are used to find a balance between quality and performance. The 650ti is a decent card. It will play all games and just as the previous two guys said, it's a balance. The lower the in-game graphics quality the higher the in-game graphics performance. You just need to get in game and start with low settings. Watch your fps. Slowly increase your graphics settings and monitor your fps. Generally accepted FPS is 45. This is when you start to experience smooth gameplay. It's better to lower graphics quality to increase performance to 45fps because non-smooth gameplay is frustrating and not enjoyable. If you can go higher the 45 and still are pleased with the quality, then by all means, crank it up. However, once you reach 60FPS you're probably maxing out your monitor abilities and and FPS over 60 is not realized. Monitor refresh rate is somewhat linear to FPS. So a 60hz monitor will be good up to 60fps.
