Then 101-199:
egress: min 300 Kbps, max 1000 Kbps
ingress: min 3000 Kbps, max 9000 Kbps
It's more than enough for all 3 PCs.
And no more trouble with dinamic IPs.
On bandwidth control set the maximum available (test the upload - eggress and download - ingress http://www.speedtest.net/ )
For the rule list, restrict the bandwidth for the other IPs.
When 2 or more PCs use the Internet, they share a bandwidth. Supposing there is a way with 6 lanes and 4 cars. By restricting the bandwith, you force the 3 other cars to use 3 lanes let's say, while you can use the remaining 3 (if simultaneously driving). The more you restrict, the higher the bandwidth for you.
Even by restricting, you'd not get all bandwidth available when all PCs access the Internet. At the same time, if restricting too much, the other PCs might not be able to use the Internet.
It's set and test.
 
Try this:
IP 103-199:
egress: min. 500Kbps, max 1000Kbps
ingress: min 2000Kbps, max 8000Kbps
IP 102
egress: min. 500Kbps, max 1000Kbps
ingress: min 6000Kbps, max 8000Kbps
This way you and your brother will share the bandwidth, with a small extra for you when downloading.
Whenever restarting the PC or reseting the router, check your IP address. (make sure it's 102, otherwise, change the rule accordingly).

i have 2 pc's networking with me in the house,not on wireless and one laptop that brother using via wireless,so still try ur settings ?

I need help with this one too. I have a TP link tl-wr340g but i think there's no bandwidth control settings there or any way to configure bandwidth for others who connects to my internet.

problem is i can't play online games during day time specifically 10am - 6pm. i get constant high pings, it's unplayable and frustrating.
