Is there any 21.5' or 19' monitor with no-PWM flicker ?

I have seen a list on www.tftcentral.co.uk ,but most of them are bigger then 21.5', and the acer H226HQL also have PWM flickering under 20% brightness.
I have bought a benq 21.5' monitor some days ago ,but my eyes is much uncomfortable with it , the AUO MVA panel may be the cause.

So is there any recommendations ?

Why would you be under 20% brightness anyway? Monitors in general should be at the factory specs of about 50% brightness, but likely no lower than 40% or you have issues with Contrast.

You don't say what the PROBLEM is with that Benq just that your eyes are uncomfortable with it so I don't know if anything I suggest would be better. I've personally never been bothered by any display.

If you really want a different choice, then look at monitors with good CUSTOMER REVIEWS.

*If you're really that sensitive, maybe you should go to a STORE so you can actually look at the monitors, though keep in mind the Fluorescent store lighting may also mess with your eyes.
