Can I use my secondary laptop that boots up to reinstall windows on my HDD that wont boot at all through usb connection?

a couple of days ago my windows 7 laptop started getting a bsod every few mintues it started up in safe mode a couple times then it froze so i couldnt do anything. When i use my usb connector to connect the windows 7 hdd to my windows 8 laptop I am able to see all of my files and remove what i need to save to my windows 8 laptop. My question is can i use my windows 8 computer to erase all data from the windows 7 hdd and then install windows 7 back onto the hdd through them same usb connection( usb connection as in if it were an external drive). I ask this because my windows7 wont boot past the black screen with gray writing recommending me to do a start up repair. when i hit enter it does nothing. It wont even let me go into the boot options. Someone please tell me this is possible?

No.
Any of a number of bootable CD options will allow you to wipe that drive. Hiren's, a Linux LiveCD, UBCD...

But to install a new OS, either DVD or a USB stick.
