AMD FX-8320 3.5GHz
GTX 770 1.14GHz
DDR3-1600 2x4 RAM
Western Digital Caviar Blue 1TB 3.5" 7200RPM

Seems like this should be higher. Its a pretty good computer right?

It's 5.9 due to the HDD.
Check the values for CPU, memory and graphics. They should be higher.

First - some time ago Microsoft decided in their great wisdom to max mechanical hard drives at 5.9 regardless of how good they were, only SSDs will score higher.

Second - The Windows Experience Index is not a good measure of performance of your system, you're better with the likes of 3dmark and pcmark.

I have an absolute screaming system for gaming and it doesn't score 7.9. Not sure how they calculate it.

I also think they cap the overall score at the lowest subsystem's score.

Microsoft and Great Wisdom do not belong in the same sentence.
