Low FPS on every graphics setting for metro last light. Is my computer too dusty?

So here my problem, my parents took away my computer for a while and kept it in a dusty closet. now when i play metro last light or any game in general, my GPU over heats. I tried lowering the graphics setter but nothing would change. i would constantly sit at 20 fps. i saw that my HDD was at around 100% so i turned off page file to put more work on my RAM. i tried cleaning my gtx 660 but nothing really changed. i even opened it up and tried to look for dust but there was none to clean yet it still overheats.i even put on a fan curve to turn the fans up to keep the gpu cool yet i STILL get low fps. is it my CPU? plz help

Windows 8 Pro
Intel Core i7 3770 CPU 3.40 GHz
8.00 GB of installed memory
Nvidia GTX 660

download GPU-Z ( http://www.techpowerup.com/downloads/2317/techpowerup-gpu-z-v0-7-5/ ) select your graphic card, open sensors tab, and see your GPU load while in idle(not opening a game)

Well the only thing that could set me in alert would be your drivers. Are you sure that you have updated to your latest drivers and that v-sync is off? Also for the dust, most of it is hiding inside the gpu so i would recommend opening the gpu case and taking your gpu out and cleaning the case + heatsink (its easy but be careful)

so i bought a new gtx 770 this weekend, and to my dismay, it made very little difference in the fps. the temps are fine. so its definitely not my video card. its a shame really that i saw no difference in framerate when switching from the 660 to 770. i guess my next assumption would be that its my CPU. Are the non "K" CPU's more likely to fail? should i spend 300 dollars on a 3770k? plz help. heres my cpmuter on idle.

heres the CPUID, i barely understand what the volts mean, i can barely understand what this is even telling me about my cpu and stuff. ok i just noticed this, but why is CPUID thinking that im still running a 660? i just took the screenshot with the 770 in my computer
