Trying to build a gaming pc budget between 800-1600. I would prefer to be in the middle of that. I would like to be able to play rome 2 total war, arma 3, day z, rust, on ultra. I'm open to both AMD and nvidia/intel pcs.

Well... Gigabyte GA-Z87X-UD3H is highly upgradable: i7 if hyperthreading eventually turn out more relevant for games, same thing for 16GB. And another GTX 770 for sure.

You can buy a PSU for SLI right now and just buy another gtx770 next year:
