Low FPS in games with high end computer

Hey, I just bought my new computer and it was running amazingly, then I was playing fallout and my fps dropped to 20ish and now I load terribly slow on my ssd. When I play league of legends I hvae my fps capped at 60 and I have vsync on but it will eaither go to 61 or drop to 45 constantly unless i dont move the camera. What is this problem?

My Rig
Processor: i7 4770 3.4ghz
Memory: 16gb
SSD: 240gb
OS: Windows 7 Ultimate
Video Card: Gigabyte 780 3gb

Edit: I got 60 fps capped in just cause 2, am am now struggling to get 30

Hello James Schubach

This seems very weird indeed for the high end parts your running. Are you sure something in the system isn't clogging up the CPU, Graphics Card and/or Memory load?

I figured it out, there is a switch on my mobo which takes it to slow-mode, someone must have flicked it which caused it
