PSU Extremely loud after swapping back and fourth

I had a silent PSU and swapped it for a Corsair TX650, that thing was WAY to loud and has clicking all the time so I put my back in my old PSU, now whenever I turn on my PC it revs up to its max and stays there, how do I fix this?

I just edited the post, I took out the TX650 and put my OLD one in, my bad.

What's your old one , the TX650 IS DECENT AND USUALLY NOT LOUD.

Ever since i swapped between the two it has been way louder then before.

The TX 650 is a much better unit than that Rosewill.

I went into the BIOS and reset everything to its normal stats and still nothing, it is still a lot louder then before, please help!
