Cannot uninstall network drivers

The machine was recently fine - I installed a wireless PCI net card and it worked.

Now I have a WAN Miniport (IPX) causing issues with driver but I can't uninstall anything. System restore was disabled.

I have removed the wireless card and disabled the onboard LAN card in BIOS, now even in safe more I cannot uninstall any of the network drivers - i was planning on reinstalling them to get the network and internet working.

netcfg will not run either...

As administrator, and even in safe mode it says 'Failed to uninstall the device. The device may be required to boot up the computer'.

I only want to remove it because I feel in my bones that removing all network adapters in device manager then putting the pci card back in and letting it all detect itself up might sort the problem.
If I boot into safe mode I get the following in device manager

Direct Parallel
Netgear WG311 (my PCI wireless which is out of the machine)
TP-LINK Wireless adaptor (definitely not one of those in the machine)
WAN Miniport (IP)
WAN Miniport (IP) Packet Scheduler Miniport
WAN Miniport (IPX)
WAN Miniport L2TP
WAN Miniport PPPOE
WAN Miniport PPTP
all happy no yellow !s

and if I boot into safe mode with networking I get
WAN Miniport (IPX) #2 with a yellow ! which is the same as I get in normal notsafe mode
