there is no vga on boeard signal, does my onboard video is busted?

if you plugged in a gpu into the blue video slot it will turn off the onboard video port. some of the newer bios let you run both ports at the same time. also with the video port on the mb. newer mb dont have built in video chip the chip in the cpu if it has it. there are some intel and amd cpu that dont have ipgpu to cut there cost.
