Is this gpu usage idle normal?

Hi guys here are my specs:

i3 3220
sapphire hd 7870xt
seasonic m12ii 500w
wd caviar blue 500gb
8gb corsair vengeance 1600mhz
asus p8b75m-lx

My issue is that once in a while maybe once every 3 days(the spiking occurs very randomly) my gpu usage will spike up to 78%-100% and back to 0% every 10 seconds when at idle....the weird thing is that my gpu temperature remains very cool(40 degrees celcius) and my gpu fan remains very quiet. My pc seem to not experience any random freezes when in games or when at idle.I already reinstalled my gpu drivers because some forum says that it might be a driver error and i had used task manager to close down applications that might be causing this but the spiking still happens sometimes. Is my gpu faulty or is this normal?Any help would be very much appreciated.

P.S. My pc's gpu usage stays at 0% most of the time and this spiking issue happens only sometimes .

Try to reinstall the drivers, or install the newest if you haven't already.

I noticed the same thing when I was running a 7790, different drivers made no difference.

I had almost the same problem when I installed new drivers... went back to the old ones, and the problem was solved.. I don't really know what could be the cause... If the drivers don't help, you should format it... Or pull out the card then re-insert it... Or try swapping the power connectors... If that doesn't help either... I can't help you... Good luck... :D

Make sure you have no application in the background that is hardware accelerated. I had the same issue and then i noticed it was a web app that i had running in google chrome that was the problem. By default chrome's interface is hardware accelerated so is uses GPU when it is running and hence causes gpu usage spikes. BTW my gpu temp does not rise either when the spikes occur.
