It will run but try not to take graphics to high. Usually the required power is written more by the manufacturer so that cards might not burn.

The GTX 610 is terrible.
It is substantially slower than the HD 6450 in the following review.

You won't be able to run Skyrim with this card.
Your processor would also struggle anyway.

I really wouldn't try to put a new graphics card in this machine.
Instead, look at a new computer with a mid range AMD processor or Intel Core i3 processor and an AMD Radeon HD 6770 or 7750 video card or better.
This will allow Skyrim to run at high settings without problems.

The card should work as all your components together should have a total load of around 250w including the graphics card. You would probably be able to run skyrim at a resolution of 1024x768 at low to med settings.
