2 Minutes in CPU fan is at 6000 RPM

Hey guys, new pc build I installed an fx6300 cpu with the stock cooler, everything was fine I installed win 7 then updateded to win 8.1 near the end of the installation cpu fan speed kept going up. When the installation ended I reset my PC and went into the BIOS settings and was monitoring fan speeds cpu fan speed was around ~2500 at boot up after a minute it starts going up EXTREMELY fast all the way to 6000 RPM it is so loud I feel like its going to blow up!

The cool and quiet setting is enabled but that is not helping.

Alright what I done was move around the fan maybe the sensors werent workin properly I dont know, so now its going at a steady 3400 rpm after 2 mins at 43 degrees. Are tese numbers okay?

Alright I went out of the bios and into windows fan speed went up again. I downloaded speedfan it reads 42 degrees cpu and fan rpm at 4820 is this normal because the system is idle but the fan is making SO MUCH noise!
