Gaming--only--system ; 400$, maximum 500$, no HDD, no monitor, no peripheral

I already have a laptop which I use for all my daily needs, which I'm quite satisfied beside having a lame GPU. I play at low settings 2006 games and my fan runs at maximum and lots of heat comes out of the grill. My laptop is obviously not made for gaming.

I have 2 VGA that I LOVE, having for resolution 1792 x 1344 which I both got < 40$. Of course both those VGAs will need to show games in extended mode (not repeating the same image). I also have a 10K RPM HDD from a laptop that died. Other peripherals are not an issue. I'm pretty sure I can get a used tower for a few bucks, I'd pick one up in the trash if I'd see one ; of course I wouldn't use its power supply. I can put computer parts together ; I did it at least 5 times. I'm willing to obtain used parts, which have less tendency to become defective.

So as I'm satisfied with my laptop for watching videos, editing large images, editing videos, etc., I don't need to do any of this with the system I'd use for gaming. I basically need the best GPU I can get with the minimum needed for the rest: CPU, RAM, power supply, etc. I understand there will be a minimum for the other things but the only goal is to play, so send stuff to the GPU, which should take an important portion of my budget.

My budget was initially 300$, I then realized 400$ would be reasonable ; 500$ would be really stretching it for me, considering I got a HDD and monitors. I'd like to make the purchase within a month, so before mid-February 2013 I'd love to play better-looking games, but within a budget ; otherwise the games will be just as fun on my lame integrated laptop GPU, albeit lacking visually.

Right off the bat I can cut 50$ off that price tag, I'm sure I can get a case (which I called a tower) for dirt-cheap. Maybe I can even cut 16$ for that optical drive, by using my laptop one from the network. I'm looking to get closer to 400$.

What do you think about reducing CPU & RAM at the expense of GPU? If you agree, to what extent can it be lowered before impacting gaming, basically before it feeds less to the GPU?

Update 1:

Can you suggest to me an alternative GPU? Which would be quite close quality-wise, with up to 15% price difference. I may shop locally but they might not have the part you suggested. If you feel extra generous, you could also suggest me similar alternatives for other main parts.

That seem like a good suggestion, thanks again. If the motherboard & CPU can take it, I'll pay the extra 9.79% from ScrewySqrl memory suggestion and get the extra 20.03% BUS speed, which is a 205% performance/price ratio. As you suggested a less-powerful CPU, I think rightly so, it would be nice if the following was addressed:

I meant RAM size reduction over BUS speed (reduction) ; which doesn't mean the latter can't be lowered but I think the former should be first.

Update 1:

I read some pages/threads about the importance of CPU, which I think is the 1st thing you can lower on a gaming-only system, and the best I came up with is Top Ten Factors for Choosing a Gaming PC | PCWorld. The opinions diverge in threads I found so I'm wondering what you think. Hmm! It seems I'm on the dreaded page 2 so the chances of getting a reply dropped considerably. :(
