windows 8.1 screensaver and power options aka sleep not working

ugh, researched for hours, its not my mice, I don't have hardly any software but games on this new build, screensaver doesn't always work and system doesn't go into sleep by itself,

I can use the test screensaver works fine, sometimes like after a new restart , screensaver works, sleep mode from options works, sleep shortcut works. system will sleep after fresh restart if timer is up, I deactivated windows live tiles in case that was it, I just have no clue at this point, help!

Toshiba laptop P55-A 5200 with Samsung 840 Pro SSD. Developed the screensaver/power option problem after I installed the Samsung SSD. Did all the troubleshooting and other recommendations but no luck. Finally said the heck with it accustomed myself to manually power down/off. Today, just for the heck of it, I purchased a new Logitech M325 mouse. My previous mouse was a Msoft Sculpt Mobile. I installed the new mouse and got rid of all Msoft mouse software and and driver. I then went to watch some tv and when I came back the screensaver was now working as well as the power options. I am only guessing why this new mouse helped with the problem and I may have had a virus or corrupt file on my original Toshiba hard drive and when I migrated my drive to the new SSD it corrupted the SSD... In any event all is well now. I forgot to mention that both these mice have USB receivers and USB's are easily corrupted.
